Her feet are inflamed ("pododermatitis") to the point that they have ulcerated (bleeding). This is a severe form of pododermatitis. Mild pododermatitis starts with the bottoms of the feet becoming smooth in appearance. Without correction of the underlying problem, the disease can progress to this and possibly lead to death of the bird from blood loss. This particular bird probably has a weak immune system.Crystal
